For my shopping cart covers I use elastic around the outside edge to hold it in place on the cart so its secure. I also reinforce the leg holes so that they can tolerate the in and out of shoes and boots.  They have their own seat belt so that you’re not using the one on the cart. Each cover has a double layer of padding in them so that it’s comfortable for the little ones and not so hard on the bottoms and its nice and soft for the Mommy/Daddy's hands pushing the cart as well.  The shopping cart cover is made so that you can hold your child and still put the cover on the cart with ease.

 

The cover above is my personal cover that I use with my 2 younger boys who are 4 and 2.  They love to shop and we use it almost daily.  All covers are machine washable and as you can see mine has been washed several times.
